Join us for an in-depth presentation on one of the most complex and transformative infrastructure projects in NDOT history — the I-15 / Tropicana Project.

Often described as “performing heart surgery on Las Vegas,” this ambitious project involved a major overhaul of the I-15 corridor, reconstruction of the Tropicana Interchange, a new HOV half interchange at Harmon Avenue, and the realignment of Joey Bishop Drive beneath Tropicana. It also included critical utility upgrades such as sewer and waterline improvements and the reconstruction of the Harmon Channel—all completed amid the nonstop pace of major Strip events.

🧩 Jack Sjostrom, PE – Senior Project Manager, CA Group
Jack Sjostrom graduated from the University of Nebraska and earned his PE in 2004. A member of APWA’s Nevada Chapter, Jack has served as the Design Compliance Manager for the I-15 Tropicana Design-Build Project since November 2021. He currently holds a similar role on NDOT’s I-80 East Progressive Design-Build project.

🏗️ Dallan Affleck, PE – Project Manager, Nevada Department of Transportation (NDOT)
A UNLV alumnus, Dallan Affleck discovered his passion for bridges and heavy civil construction early in life. His career spans land development, structural and bridge design, bridge inspection, and project management, with major contributions to projects such as the Boulder City Bypass, I-215 Beltway Widenings, Centennial Bowl, Reno SBX, and the Las Vegas Boulevard Pedestrian Protection Project. Since joining NDOT four years ago, Dallan has played a pivotal role in the I-15/Tropicana Interchange Project—first as Deputy Project Manager and now as Project Manager.
